I can see why you would say that it's just ADD, but from a diagnosis perspective it's all called ADHD but you can have Hyperactive type, Inattentive type or Combined type (which, as its name implies, is a combination of both hyperactive and inattentive type), but it all comes under the umbrella of ADHD, whether the person is actually hyperactive or not.
